[US] Ban partially Hydrogenated Oils (PHOs) in Foods

On December 14, 2023, FDA issued document 2023-27506 confirming the ban on the use of PHOs in food from December 22, 2023. FDA has issued the following final rules:

- PHOs are no longer optional ingredients in the identity standards for peanut butter and canned tuna.

- Partially hydrogenated forms of menhaden and rapeseed oils will be excluded from GRAS.

- Partially hydrogenated fish oil shall not be used.

- Pre-1958 authorization allowing the use of PHO in margarine, shortening and bread and rolls will be revoked.
