On June 12, 2025, the Government issued Decree No. 148/2025/NĐ-CP, which stipulates the authority, procedures, and processes for implementing tasks and powers of agencies and competent individuals that need to be adjusted to carry out decentralization and delegation. This marks an important step in enhancing the effectiveness of state management, strengthening the responsibility and initiative of specialized agencies.

Specifically: “Organizations and individuals involved in the production and business of exported food shipments or food production facilities for export may apply for a certificate by submitting their application to the competent authority. Applications can be submitted via the online public service system, directly in person, or by post to the One-Stop Service Department of the province.”

During the effective period of this Decree, if the provisions on authority, state management responsibilities, procedures, and processes differ from those in other relevant legal documents, the provisions of this Decree shall prevail.

This Decree takes effect from July 1, 2025, and will expire on March 1, 2027, except in the following cases:

• Ministries or ministerial-level agencies report to the Government and are approved by the National Assembly to extend the application of all or part of this Decree;
• Laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, decrees, resolutions of the Government, or decisions of the Prime Minister that stipulate authority, state management responsibilities, procedures, and processes as regulated in this Decree are passed or issued from July 1, 2025, and take effect before March 1, 2027. In such cases, the corresponding provisions of this Decree shall expire at the time those legal documents take effect.
